The Home Weatherization Assistance Program (HWAP) provides weatherization and repair services to county resident homes. HWAP helps low-income residents remain in their homes by lowering utility bills through improvements such as testing and repairing heating units, reducing air infiltration and installing insulation.
HWAP helps low-income homeowners and renters conserve energy while increasing the comfort of their homes and “freeing up” household income for other needs.
An energy evaluation is conducted to determine the most cost effective measures for the home; insulation and other retrofits to reduce air leakage are then typically provided. Weatherization crews receive training from state endorsed centers. The quality of all work is inspected upon completion.
All services provided under HWAP are FREE for eligible owner-occupied dwellings. If you are renting, the owner may be required to pay a percentage of the total cost of the labor and materials.
To qualify for assistance, you must:
1. Own the home to be repaired or have written approval from your landlord.

Households where any household member receives SSI or TANF may be eligible
regardless of income. Elderly, disabled applicants and families are given priority.
3. Complete and application and intake forms.

1. Safety inspection and tune-up/repair of heating units.
2. Reduction of air leakage from major sources.
3. Insulation of water heaters and heat ducts.
4. Insulation of attics.
5. Insulation of sidewalls.
6. Insulation of floors in some instances
7. Replacements of furnaces and hot water tanks in many instances.
8. Tips on energy conservation and education.
9. Other problems conservation and education.
10. Other problems which may be health or safety related
