HEAP
is a federally funded program to provide assistance once per heating
season (November 1st - March 31st) to eligible low-income homeowners
and renters whose heat has been disconnected or threatened with
disconnection, or who have less than a ten-day supply of bulk
fuel. Over 1,000 households are assisted annually.
HEAP
will restore or maintain the primary heat source and/or secondary
energy source up to the State of Ohio maximum benefit of $175.
Users of fuel oil/propane may receive a benefit of up to $450.
HEAP’s purpose is to resolve a client’s heating crisis
and will not cover total debt owed. A client co-payment may be
necessary to resolve the crisis.
Between
June and August each year, PICCA operates the Summer Crisis Cooling
Program, or Summer HEAP. Under this program, any individual over
60 or with a Doctor Certified Medical Condition that is worsened by high temperatures, may receive a one-time payment
on their electric bill, and may be eligible for a new window air
conditioner.
To
qualify you must meet income guidelines for 12 months at 175%
of poverty and complete an application. Click below to download

appointment. Bring with you to the appointment your disconnect
notice, gas and electric bill, income for the past 3 months for
all members of the household over 18 years of age, and social
security cards for all members of the household.
